This change will be included in the next Drupal 8 beta (8.0.0-beta13). Very happy to see Drupal pushing up the PHP requirements.
The next beta release for Drupal 8 is scheduled for Wednesday, July 22, 2015.
The API module may be one of the most used modules you don't even think about. The long time maintainers are stepping down after a long time of great contributions so if you are up to the task and want to contribute check this out.
