I don't know that this is the the best title for Victor Kane's run down about Drupal 8's approach to configuration management but it is worth reading. Personally, I have long been aware of the approach Drupal 8 was taking and approve of it. The most common use of the Features module I see is for deploying changes to multiple instances of a site. I and many others have asked about the other approach and the answer has always been "that will be a contrib thing". This doesn't seem unreasonable to me.
